Just like some school districts decry performance measures of any kind. It would be nice if they decried MoreWhat bothers tax payers; more money and less performance. Spending increases and performance stays flat at best.

Some School Districts Decry Federal English Testing
Officials in high-immigrant school districts such as those in Virginia are protesting the U.S. Department of Education’s requirement that children still trying to learn English take the same reading tests given to their native-speaking classmates.
