But Sen Voinovich is clearly out of the loop -- he just couldn't follow the line of questioning, didn't know that Sen Hutchison's "touchback" amendment to S.1639 had been tabled this morning (even though he voted NAY on the motion to table) and didn't even catch the reference to the possible resurrection of the "Fairness Doctrine".
