I think Russia and China feel they can control and benefit from Iran - that Iran will have no interest in nuking them - that China and Russia are fine with Israel and the US being nuked or using the uranium against us in any way they can. If we compiled a timeline of El-Baradei's statements, it would likely be hilarious. Good analyzation here, whether simplified or not. The UN was established for a reason.
