					<description>support the notion that neither party is genuinely interested in ethics reform for its own sake. More likely they only worry about it for their own sakes in terms of job security.

BINGO!  its job security, its a good thing to tell constituents that you do not want to waste their taxpayer dollars on special interest and unncessary projects and programs.   It's certainly a different story when it actually requires actions to back up their words.
